Reliability Before Productivity
Construction is obsessed with productivity.
How many metres were installed? How many tonnes were erected? How many hours did the crew consume? How does actual output compare with the estimate?
Those measures matter. But they can distract us from a more fundamental question:
Could the team reliably do the work it was asked to do?
A crew cannot sustainably compensate for late information, missing materials, unresolved access, unreliable plant, incomplete predecessor work or decisions that arrive after they are needed.
Yet when output drops, we often label the result a productivity problem.
That can lead to the wrong intervention.
More supervision. More labour. Longer hours. More pressure.
Sometimes those responses increase activity while making the production system even less stable.
Reliability provides a different lens.
Was the work ready? Were commitments dependable? Did design information arrive when required? Did supply match the production sequence? Was the preceding work complete? Was the required plant available? Did the team have the capability and capacity required?
If those conditions become reliable, flow improves.
As flow improves, productivity can improve.
As reliability and flow improve together, predictability increases.
That suggests a different causal chain:
Reliability → Flow → Productivity → Predictability → Project Performance.
This does not mean productivity disappears as a measure. It means we stop treating it as the only lever.
The larger opportunity is to understand reliability across the whole project production system—not just the construction crew.
Process reliability. Schedule reliability. Design reliability. Supply chain reliability. Team reliability. Plant and equipment reliability. Information reliability. Stakeholder commitment reliability.
The project should be viewed as a network of promises and production conditions.
If those promises are unreliable, the project becomes variable.
If the system becomes variable, buffers, work in progress, waiting, resequencing and firefighting increase.
The industry has spent decades trying to squeeze more output from unstable systems.
Perhaps the next step is to stabilise the system first.
Productivity still matters.
But reliability may tell us where to act before productivity deteriorates.
