A project manager typically works within the delivery team — administering the contract, managing the programme and coordinating between parties. Blue Ocean HPA works on the owner's side — independently of the contractor, independently of the project manager, and accountable exclusively to the project owner's interests. This distinction matters significantly on projects where the contractor has a sophisticated commercial team protecting its own position. We also work with delivery teams directly when a head contractor wants to build lean construction capability from the inside out. In both cases, the methodology is the same — production system thinking, LPS deployment and PPC measurement. The mandate is different.
Lean construction treats a project as a production system — a flow of work that must be designed, balanced, protected from variability and continuously improved. Traditional project management treats a project as a series of tasks to be scheduled and monitored. The difference sounds subtle. The outcomes are not. Traditional approaches produce projects where the average Percent Plan Complete — the percentage of weekly planned tasks actually completed — sits at around 54% in Australia. That means nearly half of all planned work is not completed as scheduled. Lean construction, applied properly through tools like the Last Planner System, consistently drives PPC to 70–100% and delivers projects on time and within budget at rates that traditional approaches cannot match.
Percent Plan Complete (PPC) is the primary reliability metric in lean construction. It measures the percentage of weekly planned tasks that were completed as committed. A PPC of 54% — the average on Australian construction sites — means that nearly half of everything planned for any given week was not delivered as promised. For a project owner, this matters because low PPC is the earliest and most reliable indicator of a project heading toward delay and cost overrun. A project owner who is not measuring PPC has no early warning system. By the time programme slippage appears on the master schedule, the production system failure that caused it has been compounding for weeks or months.
The Last Planner System (LPS) is a production planning and control methodology developed by the Lean Construction Institute. It is built around five connected planning conversations — master planning, phase pull planning, make-ready planning, weekly work planning and learning — that create a reliable, commitment-based workflow across the entire project team. Rather than a scheduler imposing a plan from above, the Last Planner System involves the people responsible for doing the work — trade foremen, supervisors and subcontractor leads — in planning the work. This creates genuine commitment, earlier constraint identification and dramatically improved planning reliability. Blue Ocean HPA deploys LPS as the primary methodology on every construction engagement.
The primary cause of construction cost overruns is not bad luck, bad weather or bad contractors. It is a production system that was never properly designed. Most construction projects jump straight from a procurement process to a construction programme without ever designing how work will actually flow through the project. Without production system thinking applied from the start — pull planning, constraint removal, weekly work planning and PPC measurement — the project operates reactively rather than proactively. By the time problems appear, they have already cascaded into delays and cost increases that are difficult or impossible to recover. The solution is not more monitoring. It is a better production system installed before construction begins.
