Construction Management — Owner-Side Oversight of the Delivery Team

Independent production system oversight, contractor accountability and programme protection for project owners across Australia.

The Independent Expert the Project Owner Needs on Their Side

Construction management at Blue Ocean HPA is fundamentally different from the construction management services offered by most firms. We do not sit on the contractor's side. We do not administer the contract on behalf of a party with commercial interests in the project's outcome. We sit on the owner's side — independently, and accountable exclusively to the project owner's interests.

On projects where the contractor has a sophisticated commercial and technical team protecting its position, the project owner needs equivalent expertise on their side. That is what Blue Ocean HPA provides — production system oversight, contractor accountability, programme protection and the independent expert view that most project owners have never had access to before.

Our construction management practice is built on lean construction methodology and Last Planner System™ discipline. We assess the production system, measure what matters, identify constraints before they become delays and hold the delivery team accountable to the commitments they make in the weekly work planning cycle.

Construction Management Across the Delivery Phase

Our construction management mandate covers the full delivery phase — from production system setup before construction starts through to practical completion and handover.

Production System Setup

Before construction starts, we work with the owner and the delivery team to design the production system — how work will flow, how trades will be sequenced, how constraints will be managed and how planning reliability will be measured from day one. The work that prevents the problems most projects spend their entire delivery phase reacting to.

Contractor Oversight & Accountability

Independent, owner-side oversight of the contractor's performance against the programme, the production system and the weekly commitments made in the Last Planner System™ cycle. We are not the contractor's consultant — we are the owner's eyes on site, with the technical depth to know what we are looking at.

Programme Protection

PPC measurement, programme monitoring and early warning systems that surface slippage before it becomes unrecoverable. Most project owners find out a project is behind when the contractor tells them. We find out first — and we know what it means.

Constraint Identification & Removal

Systematic identification of the constraints preventing work from flowing — design information, materials, access, approvals, subcontractor readiness — and the owner-side authority to drive their removal before they compound into delays that cannot be recovered.

Owner Reporting & Governance

Clear, accurate, timely reporting to the project owner on production system health, programme status, cost exposure and contractor performance. Not the contractor's progress report repackaged — an independent assessment written for the person carrying the risk.

Recovery Planning

When a project is behind programme, we develop and drive the recovery plan — identifying the root cause of the slippage, restructuring the production system to address it, and managing the contractor's execution of the recovery. We have done this many times. We know what works and what does not.

Construction Management Is Right for You If

You are a project owner or developer commissioning a significant capital project and you want independent, experienced oversight of the contractor's performance — not just the contractor's own reporting on how things are going.
Your project is behind programme or over budget and you need an independent assessment of why — and someone on your side to drive the recovery rather than just document what went wrong.
You are about to enter the delivery phase of a significant project and want production system discipline established before construction starts — not retrofitted after the first programme slippage report.
You have a project manager administering the contract but you need a second, independent view of what is actually happening on the project — from someone with no commercial relationship with the contractor.

It Starts With a Conversation

Every construction management engagement starts with a direct conversation about the project — where it is, what the challenges are and what the owner needs.

01
Book a Call

15–20 minutes by phone. Tell us about the project — stage, scale and the primary challenge you are facing right now.

02
We Assess the Fit

We'll confirm whether construction management is the right engagement and what the starting point should be.

03
BUILD Diagnostic

For projects already in delivery — a full day on site assessing the production system. Scored report and intervention plan within 48 hours.

04
Engagement Scoped

A clear scope, defined mandate and agreed reporting structure. We work to outcomes — not hours billed.

P2ic — Real-Time Production Visibility for the Project Owner

Every construction management engagement is supported by P2ic — our web-based project performance platform built on the Last Planner System™. Pull plans, weekly work plans, daily commitments, PPC scores and constraint logs all live in P2ic — giving the project owner a live, independent view of production health rather than a weekly report that is already out of date.

Common Questions

Lean construction improves project productivity by treating the project as a production system rather than a task list. The key mechanism is the shift from activity-based planning to commitment-based planning. In traditional construction management, plans are made by schedulers and imposed on the team. In lean construction, plans are made by the people doing the work — the last planners — who commit to what they will actually complete in the coming week. This commitment culture, combined with systematic constraint removal through the make-ready process, drives PPC from the Australian average of 54% to 70–100% on well-run lean projects. Studies show that projects using lean construction tools are almost twice as likely to be completed on time and within budget compared to traditionally managed projects.

Owner-side advisory means working exclusively in the interests of the project owner — the party that commissions, funds and carries the risk of the capital project. Blue Ocean HPA is not engaged by the contractor, not engaged by the project manager administering the contract, and not aligned with any party whose interests might diverge from the owner's. This independence is the foundation of the value we provide. On projects where the contractor has a sophisticated commercial team protecting its position, the owner needs equivalent expertise and independence on their side. Owner-side advisory provides that — covering production system oversight, contractor accountability, programme and cost protection, and the production system discipline that prevents the cascading failures most construction projects experience.

The most consistent cause of construction project cost overruns in Australia is a production system that was never properly designed before construction started. Most projects move directly from procurement into execution without any serious work on how work will actually flow — how trades will be coordinated, how constraints will be identified and removed before they cause delays, and how planning reliability will be measured and improved. The result is a project that operates reactively — responding to problems rather than preventing them. By the time cost overruns appear, the production system failures that caused them have been compounding for weeks or months. The fix is production system design before construction starts, not more monitoring after problems emerge.

Blue Ocean HPA has worked across more than $300 billion in construction project value over 30+ years, spanning major infrastructure, commercial and residential development, industrial construction, mining and resource projects across Australia and internationally. We work with project owners and developers commissioning capital projects from $10M to $500M+, head contractors and tier 1-2 builders wanting to build internal lean construction capability, and construction business principals building businesses that can perform without constant owner involvement. The entry point for every construction engagement is the BUILD Diagnostic — a full day on site that assesses the production system across 8 dimensions and delivers a scored health report and intervention plan.

The right time is before construction starts — when the production system can be properly designed and the Last Planner System installed from day one. The second best time is as early as possible once problems have emerged — before programme slippage has compounded into unrecoverable delay. The worst time is after the project has been declared in dispute or insolvency is looming. Blue Ocean HPA's BUILD Diagnostic is designed to be deployed at any stage — pre-construction for design and prevention, mid-construction for intervention and recovery, or at the business level for construction companies wanting to build lean capability across their entire project portfolio.
