Project Management — Contract Administration and Programme Delivery With Lean Discipline

From procurement through to practical completion. Contract administration, programme management and stakeholder coordination — delivered with production system thinking.

Project Management That Goes Beyond the Schedule

Most project management services focus on administering the contract, managing the programme and coordinating between parties. Blue Ocean HPA does all of that — and applies lean construction methodology to make it actually work rather than just document what is happening.

The difference between traditional project management and project management with lean construction discipline is the difference between monitoring a schedule and managing a production system. Traditional PM tells you what happened. Lean-discipline PM tells you what is about to happen — and puts the constraint removal and accountability structures in place to change it before it does.

We manage projects from procurement through to practical completion — administering the contract, driving the programme, coordinating stakeholders and applying the Last Planner System™ discipline that keeps the delivery team accountable to what they commit to.

Project Management Across the Full Delivery Lifecycle

Our project management practice covers every aspect of delivery — from procurement strategy through to handover and commissioning.

Procurement Management

Procurement strategy, tender documentation, tender evaluation and contract negotiation. The decisions made at procurement determine the risk profile of the entire delivery phase — and most project owners make them without enough independent expertise on their side.

Contract Administration

Rigorous contract administration that protects the project owner's position throughout delivery. Variations, progress claims, extension of time claims, notices and the commercial management that keeps the contractor accountable to what was agreed at contract execution.

Programme Management

Master programme management with lean construction discipline applied. Not just monitoring the programme and reporting slippage — actively managing the production system that determines whether the programme is achievable and holding the team to the weekly and daily commitments that keep it on track.

Stakeholder Coordination

Coordination across the full project stakeholder group — owner, contractor, design team, authorities, end users, financiers and neighbours. Clear communication, structured reporting and the meeting rhythm that keeps every party informed and aligned without consuming the project team's delivery time.

Cost & Budget Management

Owner-side cost management across the full delivery phase. Budget tracking, variation assessment, contingency management and the early warning systems that surface cost exposure before it becomes a problem the project cannot absorb.

Handover & Commissioning

Management of the handover and commissioning phase — defect identification and rectification, as-built documentation, operations and maintenance manuals, warranties and the systematic close-out process that most project managers treat as an afterthought.

Project Management Is Right for You If

You are commissioning a significant construction project and need an experienced, independent project manager to administer the contract and drive delivery on your behalf.
You have a project manager in place but are not confident they have the lean construction depth to manage the production system — not just the programme and the paperwork.
You are heading into procurement on a significant project and want independent expertise on the procurement strategy, contract structure and risk allocation before you go to market.
Your current project is generating too many variations and extension of time claims and you need experienced, independent contract administration to protect the owner's position.

It Starts With a Conversation

Every project management engagement starts with a direct conversation about the project — what stage it is at, what the challenges are and what the owner needs from a project manager.

Common Questions

Lean construction improves project productivity by treating the project as a production system rather than a task list. The key mechanism is the shift from activity-based planning to commitment-based planning. In traditional construction management, plans are made by schedulers and imposed on the team. In lean construction, plans are made by the people doing the work — the last planners — who commit to what they will actually complete in the coming week. This commitment culture, combined with systematic constraint removal through the make-ready process, drives PPC from the Australian average of 54% to 70–100% on well-run lean projects. Studies show that projects using lean construction tools are almost twice as likely to be completed on time and within budget compared to traditionally managed projects.

Owner-side advisory means working exclusively in the interests of the project owner — the party that commissions, funds and carries the risk of the capital project. Blue Ocean HPA is not engaged by the contractor, not engaged by the project manager administering the contract, and not aligned with any party whose interests might diverge from the owner's. This independence is the foundation of the value we provide. On projects where the contractor has a sophisticated commercial team protecting its position, the owner needs equivalent expertise and independence on their side. Owner-side advisory provides that — covering production system oversight, contractor accountability, programme and cost protection, and the production system discipline that prevents the cascading failures most construction projects experience.

The most consistent cause of construction project cost overruns in Australia is a production system that was never properly designed before construction started. Most projects move directly from procurement into execution without any serious work on how work will actually flow — how trades will be coordinated, how constraints will be identified and removed before they cause delays, and how planning reliability will be measured and improved. The result is a project that operates reactively — responding to problems rather than preventing them. By the time cost overruns appear, the production system failures that caused them have been compounding for weeks or months. The fix is production system design before construction starts, not more monitoring after problems emerge.

Blue Ocean HPA has worked across more than $300 billion in construction project value over 30+ years, spanning major infrastructure, commercial and residential development, industrial construction, mining and resource projects across Australia and internationally. We work with project owners and developers commissioning capital projects from $10M to $500M+, head contractors and tier 1-2 builders wanting to build internal lean construction capability, and construction business principals building businesses that can perform without constant owner involvement. The entry point for every construction engagement is the BUILD Diagnostic — a full day on site that assesses the production system across 8 dimensions and delivers a scored health report and intervention plan.

The right time is before construction starts — when the production system can be properly designed and the Last Planner System installed from day one. The second best time is as early as possible once problems have emerged — before programme slippage has compounded into unrecoverable delay. The worst time is after the project has been declared in dispute or insolvency is looming. Blue Ocean HPA's BUILD Diagnostic is designed to be deployed at any stage — pre-construction for design and prevention, mid-construction for intervention and recovery, or at the business level for construction companies wanting to build lean capability across their entire project portfolio.
