Who Actually Designs the Project Production System?
On most construction projects, almost everything has an owner.
The design manager owns design coordination. The commercial manager owns the commercial process. Procurement owns procurement. The planner owns the programme. The construction manager owns site delivery. Digital teams own BIM and information platforms.
But who owns the design of the system through which all of those functions must work together?
That question is surprisingly difficult to answer.
A project is not merely a collection of functions. It is a network of interdependent production systems. Design produces information. Procurement converts information into supply commitments. Suppliers manufacture or source components. Logistics moves them. Site teams transform them into the asset. Decisions, approvals, access, plant, labour and temporary works all interact with that flow.
When one part becomes unreliable, the effect propagates.
A late design decision becomes a late procurement package. That becomes a late material release. The construction team then resequences. Work in progress increases. Crews are moved. Productivity drops. The programme is updated.
Eventually the project reports a schedule problem.
But the schedule problem may only be the final symptom.
This is why production-system design matters.
It asks different questions: How should work flow? Where will variability occur? What capacity is required? Which decisions constrain downstream work? What inventory or buffer is intentional? What does “ready” mean? How will commitments be made? How will problems become visible before milestones are missed?
Project Production Management already makes an important contribution by treating projects as production systems and applying Operations Science to their behaviour. Lean Construction brings another rich body of thinking around flow, value, commitments, learning and waste.
The opportunity now is to connect these ideas with the broader project environment.
Contracts influence behaviour. Culture influences whether problems are surfaced. Governance determines how quickly decisions are made. Supply-chain design determines whether production can flow. Digital systems determine whether information is visible. Planning systems determine whether work is genuinely ready.
These are not peripheral matters.
They are components of the production system.
We believe the future project leader will need to understand not only how to manage a project, but how to design and operate the system that delivers it.
That may become one of the defining capabilities of the next generation of construction leadership.
